Updates

UPDATE 2022: Construction is underway on the north section, homes sales are expected in 2023. The raised crosswalk has been installed connecting the northern section to the southern section across S. Rutland Rd.

UPDATE: The August 2021 groundbreaking was delayed because of an issue with a natural spring. This should be resolved soon.

UPDATE: The project had some slight delays with a contractor, and now are set to break ground around August. It probably will be 6-8 months for infrastructure, and home building around spring 2022.

Waterford Park, formerly Cawthon Farms is a residential single family home development that has been in the works for a few years. I predicted it would get approved and therefore took measures with the developer to secure some benefits for the surrounding residents, specifically Providence Landing since the two neighborhoods would connect. I also held a town hall meeting between Providence Landing residents and the developer, Frank Horton of CPS Land.

This 72-acre development of 200 homes is located on S. Rutland Rd. between Providence Landing and Baird Farms. It will connect with Providence Landing on S. Dunnwood Lane. It is estimated to break ground in spring of 2021.

(My requests I worked with the developer on):
1) The developer volunteered to contribute an additional
$2,500 per home that I earmarked for infrastructure, offsite road improvements, traffic signals/modifications, sidewalks, walking paths,
and storm water, TO STAY IN DISTRICT 4 CITY LIMITS. The funds would
be issued with each building permit applied for.
2) Increase minimum lot size to 6,500 sq. ft. per lot, not to
exceed 40% max lot coverage with an average lot size of 8,000 sq. ft.
3) Install a speed hump (at Public Works requirement standards)
between S. Dunnwood in Providence Landing and S.
Dunnwood in Cawthon, at the connection point, prior to signing
of the plat for the phase that connects to/extends S.
Dunnwood.
4) Install four speed humps (at PW requirement standards) on
Sunnymeade Drive due to increased cut thru traffic, before the
first certificate of occupancy (C.O.) is issued.
5) Perform an all-way stop warrant analysis at Ellenwood and S.
Rutland, as well as Providence Trail and S. Rutland, at the 75th
C.O. and 100th C.O.
6) Perform a signal warrant analysis at Providence Trail and S.
Rutland, in addition to or in place of the all-way stop analysis at
this location only, “IF” PW deems it necessary at 75th and 100th
C.O.
7) A “raised” 20’ (wide) landscaping berm behind the last six houses, on
the south end of Dunnwood Ct. which includes the house with
the detention pond behind it, and the two houses on the south
end of S. Dunnwood where the two subdivisions will meet, prior
to signing the plat for the applicable phases.
8) When the pavement is removed, driveways are extended,
and yards are repaired at the current cul de sac on the south
end of S. Dunnwood, Providence Landing yards will be repaired
with sod instead of grass seed.

NOTE: These are the requests I personally worked with the developer on. There are “many others” from Public Works and Planning, such as 100% brick and stone and major road improvements to S. Rutland Rd.
